Два поколения фискального федерализма: взаимосвязь развития

Предмет/тема. В статье исследуются вопросы первого и второго поколений фискального федерализма в зарубежной научной мысли. Проведен ретроспективный анализ работ зарубежных экономистов, внесших существенный вклад в формирование первого поколения фискального федерализма, базирующегося на неоклассической экономической теории, в частности теорий общественного выбора, публичных финансов, экономической теории клубов, теории (модели) Тибу.
     Цели/задачи. Целью исследования является обоснование возникновения и развития научной мысли по формированию второго поколения фискального федерализма в русле новой институциональной экономики и новой политической экономии. Исследованы теории микроэкономики (теории фирмы, агентских отношений, неполных контрактов, трансакционных издержек), составившие основу неоинституционализма, закладываемые в формирование и развитие второго поколения федерализма.
     Методология. Методологической базой являются концептуальные положения фискального федерализма. Обосновано положение, что первое и второе поколения фискального федерализма являются не конкурирующими, а взаимодополняющими в соответствии с теориями неоинституционализма и новой политической экономии. Теория второго поколения фискального федерализма призвана исследовать и идентифицировать стимулы, механизмы мотивации, лежащие в основе действий руководителей на различных уровнях государственного/муниципального управления в условиях фискальной децентрализации.
     Результаты. Сформулированы концепции и положения, которые могут быть заложены в конструкцию второго поколения федерализма (концепция межправительственных отношений, концепция межгосударственного управления, четвертый субъект федерализма - общественность), формулируемых зарубежными учеными. В заключение представлены выводы об отличительных характеристиках первого и второго поколений фискального федерализма по составляющим: базис, основные теории, субъекты, объекты, направления политики, представление о государстве/правительстве, аспекты исследования, отношение к децентрализации.
     Выводы/значимость. Статья должна восполнить недостаток переводных научных работ по изучению первого и второго поколений фискального федерализма в России.
